Can I replace the vinyl ring on my bottom drain without causing mayhem?

I bought a new one of these Amazon.com: Hayward WGX1048B 7-7/8-Inch Vinyl Ring with Insert Replacement for Hayward Drain Cover and Suction Outlet: Garden & Outdoor

Because the screw holes on my current one are rusted out. Is it safe to remove this thing while there is water still in the pool?
