Just bought a house last summer. The spa heater worked like this: Turn the dial to the max and it would heat so hot it was uncomforatble and had to get out. Back down the dial one notch and it would heat enough to be somewhat hot but not nearly hot enough. So there was no adjustment between the two and I didn't have a thermometer at the time so not sure what temps it was geting. Now just recently, even at full max it only goes to 91 (not hot enough).
