In ground pool steps, looking for advice

These blisters/stains started forming on my steps when the pool was about 8 years old. At the time I took pictures to the pool builder and they told me it was normal, and only cosmetic, as long as the steps were not leaking, I had nothing to worry about, but if I wanted it repaired I should wait till I replace the liner.
