Previous homeowner bypassed blower

I have an inground spa attached to pool, in dfw. When I bought the house looks like the blower may have broke and they not only bypassed it they also cut the wires leading to the junction box. Pool guy says I need an electrician to rerun wires. The jets still shoot water that way very well.

My question is what am i missing by not having it, and is it worth all the extra money i will have to fork to get the electrician then the pool guy back out?
